NB#2 Resolution Requesting the Hawaii State Legislature, Federal Delegation and City and County of Honolulu, and Private Businesses to Remedy Excessive Noise Pollution of Aircraft Above and Across Oahu

Whereas, good quality of life is important to the health and well-being of residents and the neighborhood at-large; and
Whereas, excessive noise on a daily and recurring basis negatively affects an individual’s quality of health and life; and
Whereas, this constant noise and overhead disturbance infringes upon residents’ privacy and enjoyment of personal property; and
Whereas, noise from low flying helicopters and small fixed wing aircraft above and around residences largely contributes to excessive noise; and
Whereas, the quality of health and life for the residents in the Kuliouou-Kalani Iki Neighborhood Board #2 area, City and County of Honolulu is negatively impacted and this Board objects to excessive engine noise from low flying helicopters and fixed wing aircraft on a daily and recurring basis; and

Be It Resolved, that the Kuliouou-Kalani Iki Neighborhood Board #2 requests the Hawaii State Legislature, Federal Delegation and the City and County of Honolulu and private businesses to review the issue; consult with subject matter experts and engage with appropriate companies and organizations with the ultimate goal to remedy excessive engine noise from low flying helicopters and fixed wing aircraft.
Be It Further Resolved, that the Kuliouou-Kalani Iki Neighborhood Board #2 requests the Hawaii State Legislature; Federal Delegation and the City and County of Honolulu and private businesses to establish laws, adopt ordinances, and/or implement rules to regulate the flight of helicopters and fixed wing aircraft above and around residences to lessen noise that negatively impacts the quality of health and life of its residents.
Be It Further Resolved, that copies of this resolution be distributed to the Hawaii State Legislature; Federal Delegation and City and County of Honolulu and designated private businesses.
