IT IS UNCOUNCIOSABLE FOR THE FAA, HDOTA AIRPORTS DIVISION, HANSTF TO WAIT UNTIL JANUARY TO MEET TO PROVIDE A MEANINGFUL SOLUTION TO THE HAWAII TOUR COPTER DEBACLE

Aloha Raquel Girvin and Ross Higashi,

Aloha HANSTF Members,

FAA Western-Pacific Regional Administrator Raquel Girvin and HDOTA Airports Division Deputy Director Ross Higashi, HHA members and other operators, FAA ATC, you have all directly heard from the public regarding the Hawaii Tour Copter Debacle and the totally unnecessary incessant tour copter noise nuisance pollution.  You were at meetings and hearings since 2015 and you know well the issue that you have totally failed to address and provide a meaningful solution.

There is no justification to allow the tour copter operations noise footprint to any longer enter our homes, occupied properties. The people of Hawaii on the ground are suffering enough from the COVID Virus isolation and should not have to suffer from the copter noise torture any longer, especially through the December family holidays.

FAA Western-Pacific Regional Administrator Raquel Girvin has been informed since the March 30, 2017 Hilo Airport Hearing and HDOTA Airports Division Deputy Director Ross Higashi has been informed since meeting with HICoP at UH Hilo on August 9, 2016.

You have heard it all for years, it is way past time to act!

Look at the Nani Mau Big Island Video News coverage of the April 16, 2018 FAA Western-Pacific Regional and HDOTA Airports Division sponsored public hearing and see what the packed house attendees said and FAA Dennis Roberts and HDOTA Airports Division Deputy Director Ross HIgashi heard them say, their frustration and anger.

Both the FAA and HDOTA must immediately implement an emergency solution, NO TOUR COPTER NOISE FOOTPRINT MAY ENTER OCCUPIED PROERTIES.

It is unconscionable to wait to January and allow the tour copter noise issue to fester any further and to sentence the people on the ground in Hawaii to suffer through the torture any longer.

Where is your conscious, where is your Aloha, how do you sleep at night?

We look forward to your providing long overdue immediate relief.

You will see in the video FAA Western-Pacific Regional Administrator Dennis Roberts, HDOTA Airports Division Deputy Director Ross Higashi, and Hawaii Helicopter Association Representative, hearing what the standing room crowd had to say about the tortuous incessant tour copter noise nuisance pollution, the message again was loud and clear.

The problem is the moment FAA Dennis Roberts, HDOTA Airports Division Ross Higashi and HHA Representative left the room they forgot what they had heard.  They never gave it another thought.  They did NOTHING!!

The totally unnecessary tour copter noise torture continued as usual to date.

The taxpayers continued to fund with their precious tax dollars the salaries, retirement benefits and other government employee perks for FAA Dennis Roberts, HDOTA Airports Division Ross Higashi and the two of them lived happily thereafter never disturbing their tranquil lives bothering with those pesky people on the ground in Hawaii.

It is long past time to act, this is an emergency, it must be addressed immediately!

HICOP COMMENTS HANSTF  ZOOM VIRTUAL PUBLIC HEARINGS FOR HAWAII ISLAND, HILO – KONA ,  THURSDAY, DECEMBER 3, 2020, 10:30 – 12:00

Aloha Hawaii Air Noise and Safety Taskforce Members,

HICoP asks the following questions that hopefully the presenters will answer:

1.  FAA Western-Pacific Regional Administrator Raquel Girvin – Why does your office, having had direct public input at public hearings in Hilo on March 30, 2017 and April 16, 2018, continue to totally ignore the Hawaii Tour Copter Debacle, totally unnecessary incessant tour copter noise nuisance pollution?  ( According to FAA Rule 14 CFR Part 93 and the Appeals Court decision in HAI v FAA, it is the responsibility and the FAA has the authority to protect those on the ground from aircraft noise. ) 

What meaningful action do you intend to take to address this totally unnecessary tour copter aircraft noise issue that your office has ignored for so long? 

( HICoP volunteers to work with you to implement a solution ASAP.  HICoP does not intend to wait 20 years, 2 decades, as we suffered through when the FAA totally failed to implement 1 ATMP at any National Park, at the same time squandering tens of millions of precious taxpayer dollars. )

2.  HDOTA Airports Division Deputy Director Ross Higashi – Why do you, having met with HICoP at UH-Hilo on August 9, 2016 and co-sponsored the Nani Mau April 16, 2018 public hearing, and heard from HICoP and the public about the unbearable tour copter noise nuisance pollution, totally ignore meaningful actions.    

What meaningful action do you intend to take to address this totally unnecessary aircraft noise issue?

3.  HHA, Hawaii Helicopter Association,  Air Maui Helicopters, Island Helicopters, Jack Harter Helicopters, Magnum Helicopters, Mauna Loa Helicopters, Paradise Helicopters, Sunshine Helicopters, ( Blue Hawaiian )  Why do you, many of you having met with HICoP in Hilo on October 4, 2016, and been at public hearings on March 30 2017April 16, 2018, having heard in specific detail how your tour copter operations totally unnecessarily torture those on the ground with your incessant tour copter noise nuisance pollution, totally ignore this impact to others?  Why do you intentionally alienate the communities you do business in?  Why don’t you have Aloha?

What meaningful action do you intend to take to address this totally unnecessary tour copter noise nuisance issue?

4.  FAA ATC Todd Gondolph – Mahalo for your detailed presentations.  Many of the tour copter noise issues arise within FAA ATC controlled airspace.  You as a FAA ATC controller may consider tour copter departure and arrival flight paths the best for aviation, which they may be, but FAA ATC does not operate in a vacuum, there are neighboring communities with real people living in their homes.  When FAA ATC operates in a vacuum and ignores the communities that it impacts, the festering wound of aircraft noise totally unnecessarily alienates the communities you are suppose to be serving.  Case in point, Next-Gen Phoenix, the FAA ATC vacuum bubble was broken by court orders that cancelled Next-Gen Phoenix and restored prior existing flight paths.

HICoP/Community Organizations request liaison with FAA ATC decision makers at all Hawaii Airports where tour copters operate to mutually address community noise issues relating to tour copter flight paths in FAA ATC controlled airspace. 

Will FAA ATC accommodate this request?
